Detectives have been told by witnesses that individuals were seen filming at the time, or after the incident, and are now offering a significant financial incentive to anyone who can provide them with video relating to the altercation.
Detective Inspector Jason Grafham, who is leading the investigation for the Homicide and Major Crime Command, said: "Our enquiries have led us to believe that a large crowd gathered around the altercation Bilal was stabbed during; a crowd of around 60 to 70 people.
"Crucial to our investigation, the enquiry team believe a number of people recorded the attack on their mobile devices. Therefore we are now offering a reward of up to £20,000 for video footage that would assist and ultimately lead to the conviction of the person(s) responsible.
"I would urge anyone that hasn't spoken to police to contact our incident room as soon as possible."
Any witnesses are urged to contact the incident room on 020 8785 8267 or email jason.grafham2@met.police.uk, or alternatively contact or police via 101 or by tweeting @MetCC.
